Added the instance type change feature. You can change the instance type of an instance group to the desired specification.
Added support for stopping and starting an entire instance group. You can stop an instance group for up to 14 days.

Due to the termination of the kr-central-1 region, this service is no longer available in that region. Going forward, you can continue to use the service reliably in the kr-central-2 region.
